stonia, a global digital pioneer, is revolutionizing education with its AI Leap 2025 initiative. By partnering with OpenAI, Anthropic, and Estonia’s tech unicorn founders, the Baltic nation is equipping high school students with AI skills to prepare them for future careers.

Starting in September 2025, 20,000 students aged 16 and 17 will access ChatGPT Edu, a tailored AI tool for education, while 3,000 teachers receive training to integrate AI into classrooms.

Estonia’s AI Leap 2025 builds on the legacy of its 1996 Tiger Leap project, which computerized schools and established the country as a digital leader.

Today, Estonia ranks among the top 15 countries globally for ChatGPT usage, with one active account per four citizens, primarily for tutoring, programming, and writing. The AI Leap initiative, launched by President Alar Karis, aims to integrate AI into education, emphasizing critical thinking and digital equity.

As Karis stated, “AI is everywhere. We have to learn how to use it”, highlighting the initiative’s goal of preparing students for an AI-driven world without replacing teachers.

Collaboration with Tech Unicorns: The Birth of AI Leap

The AI Leap initiative was sparked by a landmark meeting on December 16, 2024, where President Alar Karis and his Digital Council, including Siim Sikkut and Linnar Viik, engaged with five Estonian tech unicorn founders: Markus Villig, Taavet Hinrikus (Wise), Kaarel Kotkas, Ragnar Sass, and Jaan Tallinn (Skype).

The President posed a critical question: “What does Estonia need for its next stage of growth?” This brainstorming session, fueled by the founders’ direct connections with OpenAI and investments in Anthropic, alongside Education Minister Kristina Kallas’s leadership, birthed AI Leap.

Their involvement ensures the initiative is backed by both local innovation and global AI expertise, with private sector funding bolstering the €3.2 million budget, set to rise to €6 million in 2026.

OpenAI’s Role: Powering Education with ChatGPT Edu

Estonia’s partnership with OpenAI is a cornerstone of AI Leap. OpenAI will provide ChatGPT Edu, a customized version of ChatGPT designed for education, along with API services and technical support. This collaboration enables use cases such as:

Custom GPTs for Teaching: Streamlining administrative tasks like lesson planning and feedback, freeing teachers to focus on instruction.

Student Support: Personalized tutoring and study assistance to enhance learning.

Critical Thinking and Creativity: Tools to help students evaluate AI outputs, fostering essential skills for the modern workforce.

OpenAI’s commitment extends to knowledge-sharing, ensuring AI tools are responsibly integrated. As OpenAI noted, “By supporting AI literacy programs, we can ensure students will be better equipped as the workforce of the future”.

With nearly 80% of ChatGPT users under 35 and most conversations focused on learning, Estonia’s high ChatGPT adoption makes it an ideal partner for this initiative.

Empowering Teachers and Students

The AI Leap initiative prioritizes teachers as the heart of education.

Kristina Kallas, Estonia’s Education Minister, emphasized, “It’s not the apps, or iPads, or laptops, or ChatGPT that’s crucial here. It’s the teacher” . Teachers will decide how to incorporate AI, with 3,000 already in training workshops.

The program will expand to vocational schools in 2026, reaching 38,000 more students and 2,000 teachers. To ensure inclusivity, free computers will be provided to students in underserved communities, closing the digital divide.

Kallas also highlighted the need to rethink traditional education, noting, “Given the capabilities of generative AI models, asking students to write essays has become a ‘useless’ exercise”.

Instead, students will develop critical thinking skills to evaluate AI outputs, preparing them to combat disinformation, a pressing concern given regional tensions with Russia.

Data Privacy and Global Collaboration

Estonia’s extensive digitization provides training sets for Estonian-language AI models, but student data will be firewalled under strict EU data protection rules, ensuring privacy.

President Karis addressed concerns about relying on U.S. tech companies, stating, “We can’t develop everything by ourselves. We need to have allies”.

This pragmatic approach balances global collaboration with local sovereignty, leveraging partnerships with OpenAI and Anthropic to enhance Estonia’s AI capabilities.
